Integrated Telehealth in MalaysiaTelehealth is envisaged to transform Malaysia's healthcare system to be more integrated, distributed and virtual with the aim of providing equitable, accessible and high quality healthcare services. Telehealth will help to realize the healthcare vision of the nation by emphasizing on lifelong wellness wherein individuals, families and communities are empowered to play major roles in managing their health. It has potential profound effects on how are designed and delivered on how health professionals operate and the healthcare facilities in terms of its role; size and distribution. Efficient Telehealth services demand an integrated health service that is vision and goal focused and addresses that connectivity must be predominantly wia electronic means where internet access is available and by call centres when there is no access. Telehealth comprises of the following applications: Lifetime Health Record (LHR) & Services LHR services refers to the services provided to facilitate integration between healthcare providers to support interaction with the individual and promote individual participation towards seamless care.
Lifetime Health Plan (LHP) LHP refers to structured care activities to be undertaken in relation to various anticipated events in a person's life. This will include activities related to health promotion, health assessment, disease prevention & illness modulation. LHP also provide services to facilitate the implementation of structured care activities. Health Online Health Online Projects entails creating and delivering high quality health content using the internet, multimedia technologies and mass communications. Empowering individuals with medical knowledge will allow them to make informed decisions and take care of their own health. This is the "wellness paradigm" which is envisaged to be future at healthcare in the new millennium. Health Online is now accessible through MyHealth Portal at www.myhealth.gov.my Teleconsultation (TC) The Teleconsultation application's primary objective is to extend specialist care to healthcare facilities where there are lacks of specialists. This is done by providing Teleconsultation links between healthcare facilities which improve equity of access to quality care especially to under-served areas and realize the goal of care closer to the home. Continuing Professional Development (CPD) CPD is a process of lifelong learning for all healthcare providers aimed at meeting the needs of patients through best outcome while enabling the healthcare professionals to expand and fulfill their potential. National Healthcare ICT Conference (NHIC) 2010In conjunction with MSC Malaysia Summit 2010, Multimedia Development Corporation (MDeC) is hosting the first National Healthcare ICT Conference (NHIC) 2010 in Kuala Lumpur Convention Centre, Kuala Lumpur, Malaysia. | 1st Malaysian Telehealth Connectathon 2008 Achieved Success In First Test Phase Of Seamless Patient Data Sharing | | | The 1st Malaysian Telehealth Connectathon 2008, jointly organized by MDeC, the caretaker of MSC Malaysia, and the Ministry of Health, has achieved success in its first interoperability testing event held on the 29th of April 2008 at the Putrajaya International Convention Center (PICC).
As a flagship initiative by MSC Malaysia, Telehealth is also part of the Socio-Economic Development pavilion of MSC Malaysia and has many initiatives such as the MyHEALTH portal, Teleconsultation services, myCPD portal and the Malaysian Telehealth Connectathon. Aiming to benefit the Rakyat as a whole, Telehealth ultimately seeks to provide easy access and improve the convenience of healthcare services through seamless patient data sharing and in time to come, seamless and integrated healthcare access via Information and Communications Technology (ICT) connectivity on a nationwide scale.
The Connectathon, jointly organized by MSC Malaysia and the Ministry of Health, is a 'connectivity marathon' following an initiative by the Integrating Healthcare Enterprise (IHE) global community during which the vendors or healthcare service providers that have developed the data sharing solutions test the compliance of their offerings based on international healthcare standards known as Health Level Seven (HL7) in a realistic and live interoperability environment. IHE provides a detailed implementation and testing process to promote the adoption of standards-based interoperability systems functions by vendors and users of healthcare information systems.
The six healthcare service providers that participated in the first Malaysian Telehealth Connectathon 2008 are Heitech Padu Berhad, UKM Medical Center, IBA Health Malaysia Sdn Bhd, WorldCare Health (M) Sdn Bhd, Peransang Jati Sdn Bhd, and Kompakar Inc Bhd.
The outcome of the 1st Malaysian Telehealth Connectathon 2008, has thus confirmed the interoperability of systems functions and applications these healthcare service providers; compliance of the systems functions and applications based on international healthcare standards; establishment of an interoperability platform through Telehealth; and also establishment of the Interoperability Community in Malaysia. Two integration profiles were tested during the event (eGL and Clinical Summary). MDeC and Telehealth plan to make this event a regular event involving other profiles and inclusion of more service providers.
The 1st Malaysian Teleheath Connectathon 2008 was organized with the aim of creating a healthcare system that is more integrated and accessible. With this interoperability solution, healthcare centers nationwide will eventually be able to access a clinical summary of individual patients anytime, anywhere. Ultimately, the Telehealth flagship initiative by MSC Malaysia aims to benefit the Rakyat by providing them with the convenience and accessibility to seamlessly integrated healthcare services, and also to project Malaysia as a significant player in the ICT Healthcare industry in time to come.
The six healthcare service providers that passed the test compliance at the 1st Malaysian Telehealth Connectathon 2008 showcased the Connectathon interoperability systems in the World Congress of Information Technology (WCIT) 2008 Exhibition. myHIXmyHIX is an initiative by MDeC together with Ministry of Health (MOH) to create a platform for collection of patient-centric data regarding activities and events relating to the health and illness of an individual throughout his/her lifetime originating from all care locations and care providers. myHIX system collects and provides a repository of summarized information describing these events. Healthcare providers and individual will be able to view these records in a: Longitudinal presentation or, Listing of summary for each encounter
The record may be made available at any time to healthcare providers, who have been authorized by the individual and the government, as a tool in the provision of health care services. myHIX is functions at the collaborative layer within the Malaysia Health Information framework. This means that myHIX will be the focal point for sharing of individual health information between healthcare providers. The primary users of myHIX will be the healthcare providers. Conceptually, healthcare providers send summaries of individual healthcare encounter to the myHIX repository. Concurrently, they also become consumers of myHIX by viewing the individual longitudinal health information during the provision of care.
